Job Description:

Role Overview

Lead the reactivation, stabilization, and development of national payment and settlement systems. The role focuses on ensuring reliability, operational efficiency, regulatory compliance, and integration across formal and parallel payment infrastructures to build a unified, secure payments ecosystem aligned with international standards.

Key Responsibilities

  • Lead the reactivation of national payment systems across operational, technical, and security dimensions
  • Integrate parallel payment systems with official platforms to unify payment and settlement channels
  • Coordinate with commercial banks and payment service providers to ensure smooth transaction processing and daily settlements
  • Design a unified operating framework defining roles, responsibilities, controls, and reporting mechanisms
  • Develop and enhance payment infrastructure, including integration of RTGS, ACH, and instant payment systems
  • Monitor daily operations and ensure accuracy of interbank settlements
  • Identify and assess operational and financial risks, and implement mitigation strategies
  • Propose and implement policies and procedures to ensure system stability and continuity
  • Contribute to the development of regulatory frameworks governing electronic payments
  • Oversee data and systems integration to ensure transparency and accounting alignment
  • Analyze transaction volumes and trends to support strategic decision-making
  • Collaborate with cybersecurity teams to safeguard systems against threats
  • Prepare weekly and monthly technical reports with performance insights and recommendations
  • Conduct business continuity and disaster recovery testing
  • Develop interoperability standards across banks and payment platforms
  • Ensure compliance of all participants with technical and financial standards
  • Propose innovative solutions to expand electronic payment adoption and financial inclusion
  • Participate in regional and international initiatives (e.g., Instant Payments, CBDC readiness, Open Banking)
  • Conduct feasibility studies for infrastructure development projects
  • Provide advisory support on global standards such as ISO 20022 and SWIFT

Requirements

  • Bachelor's degree in:
    • Economics / Finance
    • Information Systems / IT / Engineering
  • Master's degree in Digital Finance or Banking Systems is a plus
  • Minimum 10 years of experience in:
    • Electronic payment systems
    • Financial settlements
    • Banking systems in major financial institutions
  • Strong:
    • Analytical and problem-solving skills
    • Leadership and stakeholder management
    • Communication and reporting skills
  • Fluent in:
    • Arabic
    • English (advanced level)

Preferred Certifications

  • Certified Payments Professional (CPP)
  • SWIFT Certified Specialist
