About The Role

The Program Manager – Employer Relations will lead employer engagement and activation efforts, with a strong focus on driving hiring outcomes.

This is a conversion-driven role at the intersection of partnerships, recruitment, and program delivery.

Key Responsibilities

Employer Acquisition & Activation

  • Identify and engage employers across GCC, Syria, and global markets
  • Build and manage a structured employer pipeline
  • Convert interest into active hiring engagement
  • Position SYNC as a trusted hiring partner

Employer Relationship Management

  • Act as the main point of contact for employers
  • Build strong relationships with hiring managers and decision-makers
  • Translate employer needs into hiring opportunities
  • Ensure a high-quality employer experience

Job Pipeline & Hiring Outcomes

  • Align with recruitment team on role requirements
  • Ensure timely candidate delivery and shortlisting
  • Track and optimize hiring funnel metrics:
    • Roles opened
    • CVs shared
    • Interviews conducted
    • Hires completed
  • Identify bottlenecks and improve processes

Program Design & Employer Experience

  • Lead employer-facing initiatives such as:
    • Talent Arena (virtual & in-person)
    • Employer roundtables
    • Hiring campaigns linked to SYNC events
  • Ensure employer participation leads to actual hiring

Ecosystem & Partnerships

  • Build partnerships with employer networks and industry groups
  • Collaborate with recruitment partners
  • Expand employer reach and hiring opportunities

Data, Reporting & Insights

  • Maintain structured employer data (Manatal)
  • Track and report on pipeline, hiring activity, and conversions
  • Use insights to improve strategy and performance

Success Metrics (KPIs)

  • Growth in active employers
  • Number of job opportunities created
  • Number of successful hires
  • Employer retention and repeat hiring

Qualifications

  • Bachelor's degree in Business, HR, Communications, or related field (Master's is a plus)
  • 2–5 years of experience in recruitment, business development, or similar
  • Experience in the GCC (tech ecosystem preferred)
  • Understanding of recruitment pipelines and hiring processes
  • Strong communication and stakeholder management skills
  • Ability to manage multiple pipelines in a fast-paced environment
  • Strong problem-solving skills and attention to detail
  • Excellent English communication skills
